3.1 D -3 <br />AMENDMENT TO THE AGREEMENT <br />BETWEEN THE CHILDREN AND FAMILIES FIRST COMMISSION OF SAN MATEO COUNTY <br />(Now First 5 San Mateo County) <br />AND <br />THE CITY OF REDWOOD CITY (REDWOOD CITY 2020) <br />Whereas, The Children and Families First Commission of San Mateo County (now First 5 San <br />Mateo County) and the City of Redwood City (Redwood City 2020), entered into a 36 -month <br />contract under which the City of Redwood City (Redwood City 2020) would implement NAYEC <br />accreditation process at 3 sites; design and implement professional development plans for <br />preschool teachers; implement a process for weekly review of curriculum plans; conduct Parent <br />Services Project sessions; develop a model early childhood leaming and family support program <br />at Hoover and Fair Oaks Child Development Centers in collaboration with existing services; <br />increase access to family support services by families with preschool age children attending <br />CDC programs at Hoover and Fair Oaks School through case managed mental health services, <br />parent support groups, and implementing "Second Step" violence prevention curriculum; and <br />Whereas, the payment schedule of that agreement was 50/40/10 for the period July 01, 2001 to <br />June 30, 2004, and the parties now wish to change the payment schedule to 50/50 for the <br />period July 01, 2002 to June 30, 2003 and 60/40 for the period July 01, 2003 to June 30, 2004; <br />and <br />Now, wherefore, it is agreed as follows: <br />1. Paragraph 3B (Rate of Payment) of the contract is amended to include: <br />In the event that the Commission makes any advance payments, Contractor agrees to refund <br />any amounts in excess of the amount owed by the Commission at the time of contract <br />termination. <br />2. Exhibit B (1) of the contract is amended to change the payment schedule to: <br />For the period July 01, 2002 to June 30, 2003 the Commission shall pay Contractor based on a <br />50/50 formula whereby 50% of the approved budget for Year 2 shall be released after approval <br />of the Renewal Application and the Contractor's previous Year -End Progress Report. 50% of <br />the approved budget for Year 2 shall be released after approval of the Contractor's Mid -Year <br />Progress Report. <br />For the period July 01, 2003 to June 30, 2004 the Commission shall pay Contractor based on a <br />60/40 formula whereby 60% of the approved budget for Year 3 shall be released after approval <br />of the Renewal Application and the Contractor's previous Year -End Progress Report. 40% of <br />the approved budget for Year 3 shall be released after approval of the Contractor's Mid -Year <br />Progress Report. <br />Guidelines for the progress reports will be provided by the Commission staff and shall include a <br />descriptive narrative, tracking of the approved timeline and work plan (scope of work), and a <br />detailed financial accounting of all grant funds spent in comparison with the approved budget. <br />
