C-/ <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />April 14, 2003 <br />Subject <br />Agreement with the First 5 San Mateo County Commission for the School Readiness <br />Initiative <br />Recommendation <br />Authorize the City Manager to Execute the Agreement between the City of Redwood <br />City /Redwood City 2020 (RC 2020), and First 5 San Mateo County Commission for <br />School Readiness Initiative for fiscal year's 2002/2003 and 2003/2004. <br />Background <br />The City of Redwood City in partnership with the Redwood City School District, the <br />Sequoia Union High School District and the County of San Mateo formed Redwood City <br />2020 in 1995. The partners have been jointly funding RC 2020 since 1995 and the City <br />of Redwood City acts as the collaborative's fiscal agent. Given that Redwood City is the <br />fiscal agent, this agreement will not impact City services or finances. <br />RC 2020 was invited to participate in a statewide school readiness initiative. As a result <br />they successfully applied and received funding through the First 5 San Mateo County <br />Commission to support school readiness activities at schools identified by the State as <br />underperforming. School readiness activities were identified in partnership with the <br />following schools: Adelente, Fair Oaks, Hoover, Hawes and Taft. With funding for the <br />school readiness initiative, services will be offered through the Redwood City Family <br />Center and RC 2020 collaboratives, with the goal of better preparing children 0 -5 for <br />entrance into kindergarten in Redwood City Schools. <br />By authorizing the City Manager to execute the agreement, the City (as the fiscal agent) <br />is agreeing to receive the funding from First 5 San Mateo County Commission. The City <br />of Redwood City on behalf of RC 2020 will enter into a separate agreement with the <br />Redwood City School District to provide these services to the community. <br />Staff has asked Council to approve a similar agreement with First 5 San Mateo County <br />for the Early Learning and Family Support Program under a separate staff report on the <br />current agenda. <br />Alternative <br />Council may choose not to enter into this agreement. <br />
