Yvonne Hunter, Status: <br />SenApps, Position: Sponsor. <br />At its recent meeting, the League Board of <br />Directors discussed AB 306 Rather than adopt a <br />formal position at this time, the League Board voted <br />to defer taking a final position on the bill until later <br />this summer. In the meantime and at the direction <br />of the League Board, the League has contacted <br />the author's office to request a series of amend- <br />ments to this legislation, many of which are related <br />to the retrofit requirement. In particular, we have <br />asked that AB 306 be modified to ensure that rate <br />design will be determined locally (i.e., how to design <br />a tiered rate structure based upon quantity of water <br />used); to extend the retrofit timeline; and to provide <br />financial assistance and incentives to those "hard- <br />ship" communities that are small or include large <br />numbers of existing non - metered customers. <br />The League's final position on AB 306 which <br />will be resolved at the June EQ Policy Committee <br />meeting and July Board meeting, will ultimately be <br />based on how closely the bill tracks the requested <br />amendments. AB 306 passed the Assembly Water, <br />Parks and Wildlife Committee on April 8. Regional Water Quality <br />Control Boards. Municipal Members. SB 196 is <br />a League- sponsored bill that would clarify existing <br />law regarding the composition of the state's nine <br />regional water quality control boards. Existing law <br />provides that each regional board shall include one <br />member who is "associated with a municipal gov- <br />ernment." SB 196 would provide clarification that <br />the individual appointed to this position is a mayor <br />or a city council member. Currently, of the nine <br />regional boards, only three include mayors or <br />PUBLIC SAFETY <br />AB 50 (Koretz)..50 Caliber Control Act of <br />2003. ABM would regulate the sale and posses- <br />sion of long -range .50 BMG caliber sniper rifles and <br />ammunition in the State of California. Specifically, <br />AB 50 would make it unlawful to manufacture, sale, <br />distribute, import or possess a .50 BMG caliber rifle <br />within the State without a permit after July 1, 2004; <br />track the possession of and ownership of .50 BMG <br />rifles in the Prohibited Armed Persons File data- <br />base; make it an offense for any person to commit <br />an assault upon the person of another or upon the <br />person of a peace officer or firefighter with a .50 <br />BMG rifle; and, create a sentence enhancement for <br />persons who commit or attempt to commit a felony <br />with a .50 BMG rifle. AB 131 would amend <br />Section 12012.75 of the Government Code, requir- <br />ing that moneys collected in the Indian Gaming <br />Revenue Sharing Trust Fund be continuously <br />appropriated to the California Gambling Control <br />Commission for distribution to non - compact tribes. <br />Current law requires an annual appropriation by <br />the Legislature. This bill was developed by the <br />author in consultation with the CGCC in order to <br />expedite payments made from the IGRSTF to the <br />noncompact Tribes. The bill removes the need for <br />the CGCC to wait for the passage of the Budget Act <br />before IGRSTF funds can be distributed.
