9.42Z <br />GREAT VALLEY LEADERSHIP INSTITUTE <br />TO HOLD AUGUST SESSION IN YOSEMITE <br />The Great Valley Leadership Institute (GVLI) is calling <br />for nominations to its third session, to be held at the Tenaya <br />Lodge near Yosemite, August 13-17,2003. Faculty from <br />Harvard's John F. Kennedy School of Government will <br />facilitate the program, which is designed to advance the <br />personal development and leadership potential of local <br />officials in the Central Valley. <br />Thirty participants for the five -day retreat will be <br />selected from nominations submitted by members of their <br />community or colleagues in local government. One year of <br />service as a mayor, city council member or county supervisor <br />in the Central Valley is required. The GVLI aims for a diverse <br />representation of urban and rural officials, and boasts <br />participants from "Bakersfield to Redding." <br />The GVLI provides an opportunity for local officials to <br />become more thoughtful, successful leaders and engage in a <br />stimulating program about community leadership with a <br />value base. The distinguished faculty and diverse political <br />figures in attendance will also provide a marvelous <br />opportunity to network and communicate with accomplished <br />colleagues. <br />Details on the program and nomination process are <br />available at www.csufresno.edu/maddy or by phoning the <br />Maddy Institute at CSU Fresno at (559) 278 -5412. <br />CALIFORNIA ENERGY COMMISSION <br />PROVIDES INCENTIVE LOANS FOR <br />ENERGY SAVING PROJECTS <br />The California Energy Commission is providing <br />low- interest loans to cities, counties and special <br />districts for energy saving projects. Loans are <br />offered at 3.95 percent interest for the installation o <br />energy management systems, renewable energy <br />projects and energy - saving lighting, heating, <br />ventilating and air conditioning systems. The <br />Energy Commission will lower the interest rate to <br />3.85 percent for projects that are completed and <br />invoiced within nine months. <br />Energy audits and feasibility studies are also <br />eligible for assistance from the Energy Commission <br />but must be repaid within two years. For complete <br />information on loans, or to download an application, <br />go to www. energy .ca.gov /efficiency /financing/ <br />index.html or phone (800) 555 -7794. <br />LEAGUE GRASSROOTS IN ACTION <br />• League Executive Director Chris <br />McKenzie joined Steve Sza /ey, Executive Direc- <br />tor of CSAC, Susan Lange, (Deputy Superinten- <br />dent Cal /fomin Department of Education) and <br />Diane Cummins (Budget and Policy Director for <br />Senator Burton), as a panelist on the state bud- <br />get, at San Mateo County's 34th Progress Semi- <br />nar last week. Working in conjunction with Steve <br />Szaley, he presented a realistic overview of the <br />current budget problems, and how cities and the <br />League are grappling with the uncertainty caused <br />by inaction in Sacramento. <br />During the four break -out sessions, he focused <br />his remarks on cities' response to the budget crisis; <br />LOCAL'S recommendations for dealing with the <br />issues; the League's working group on fiscal <br />reform; and protection of local revenues. <br />The Progress Seminar, attended by 287 repre- <br />sentatives from local government, business, labor <br />and community groups, is presented by the Red- <br />wood City /San Mateo County Chamber of Com- <br />merce, in conjunction with other San Mateo County <br />chambers. Other local government panelists <br />included Palo Alto City Councilmember Duane <br />Bay, San Carlos Community Development Direc- <br />tor Leslie Sayoko Parks, Redwood City City <br />Manager Ed Everett and Daly City Director of <br />Water Resources Patrick Sweeney. <br />• The Implementing Proposition 46 Work- <br />shop, which was co- sponsored by the San Diego <br />and Imperial Divisions and the San Diego Hous- <br />ing Federation on April 10th was a success. Over <br />50 people attended the workshop including city <br />staff from San Diego and Imperial Counties, San <br />Diego Association of Government, non - profit <br />housing advocates from throughout San Diego as <br />well as agencies serving clients in San Diego, <br />Imperial and Riverside counties. Also present were <br />staff from Senator Denise Ducheny's office <br />(Senator Ducheny Chairs Senate Housing Commit- <br />tee) and Assemblymember Christine Kehoe's <br />office.
