9 -A -25
PERS from page 1 ..................
Please mark May 13 on your calendar and
plan to participatel Thanks to all of you who
participated in the April 15 committee hearing at the
CalPERS Board. Your letters and participation were
invaluable.
ISSUES DISCUSSED AT APRIL 15 CALPERS
HEALTH BENEFITS COMMITTEE HEARING
Separate Public Agency Pool (within PEMHCA) this
would allow for possible changes in the programs
without public agencies being grouped with the State
employee/retiree issues that have hindered changes in the
past.
LEG ACTION DAYS from page 1
As was the case last year, the League is co-
sponsoring this event with the California State
Association of Counties (CSAC), the California
Special Districts Association (CSDA). The LOCAL
coalition was formed last year to protect local
services from state budget cuts. Participants at
the event will be asked to:
• Join in meetings with state legislators in their
Capitol offices and join legislators at a reception
on Wednesday evening.
• Attend a budget briefing from the Administra-
tion and State Legislative Leaders.
• Get immediate reaction to the Governor's
May Budget Revise from LOCAL leaders
(Governor's May revise will be released in Sacra-
mento on May 14th during Leg Action Days).
• Join hundreds of your fellow LOCAL repre-
sentatives at a Capitol News Conference on
Thursday morning.
Details on these events and a tentative agenda
are also on the LOCAL Web site.
SPECIAL LEAGUE MEMBERSHIP MEETING
FOLLOWING LEG ACTION DAYS
City officials are invited to remain following
the conclusion of Legislative Action Days, to
participate in a Special Membership Meeting at
the Sacramento Convention Center Theatre,
from 1 -3:30 p.m. City delegates will be asked
to consider one or more proposals prepared
by the League board of directors concerning
the state budget and state -local fiscal reform.
Alternative Plans within the self-funded plans,
create alternative plan(s) with different deductibles/co-
pays. Consider also offering a consumer driven option
within the self - funded program.
HMOs: If in the near future, the traditional HMOs
(exclusive of Kaiser) may no longer function as
"managed care" programs. If that occurs, consider
eliminating them and then offering an Exclusive Point of
Service (EPO) or Point of Service (POS) option under
the self - funded program.
Consider Regional Rating This has both positive and
negative implications to the program, but it should at
least be explored.
Public Agency Contribution for Retirees Leave this
UP to the local public agencies to negotiate at the local
level, do not create restrictions or mandates.
Treat Public Agencies as Equal Partners
Unfortunately, almost everything done in the
administration of the program focuses on "state" issues.
Public agencies are usually ignored and/or consulted after
the fact.
THE CALPERS HEALTH BENEFITS HEART
APRIL 15: LOCAL AGENCY SPEAKERS
Steve Larson, Garden Grove
Wes Morrill, Monterey County
Len Zucker, Palo Alto
Holly Brock -Cohn, Antioch
Michelle Schafer, California City
Barbara Dillon, Fairfield, also representing
NORCAL
Audrey Daniels, Foster City
Susan Pearson, Yuba City
Cathy Capriole, Citrus Heights
Justinian Caire, San Leandro
Greg Jones, Concord
Tony Bruscia, Vice -Mayor Hollister,
Joanne Narloch, Lodi
Visit the League's Official Web Site-- www.cacities.org PRIORITY FOCUS/PAGE 5
