Existing <br />law establishes various health services programs <br />administered by, among other state agencies, the <br />State Department of Health Services. SB 108 would <br />enact the Alcohol- Related Emergency Services <br />Reimbursement Act of 2003 and require the State <br />Board of Equalization to collect per drink fees from <br />specified wholesalers. SB 108 establishes the <br />Alcohol - Related Emergency Services Reimburse- <br />ment Trust Fund to allocate reimbursement to <br />specified local emergency medical services provid- <br />ers that incur expenses in providing services for <br />alcohol - related emergencies. SB 108 would require <br />the State Board of Equalization to collect a $0.05 <br />per drink fee, based upon a specified formula, from <br />any wholesaler located within the state who distrib- <br />utes alcoholic beverages to retailers for consump- <br />tion in the state. Fees collected from alcoholic <br />beverage sales would be deposited to continuously <br />appropriate moneys for allocation to local emer- <br />gency medical services providers that meet neces- <br />sary qualifications for reimbursement of expenses <br />incurred in providing services for alcohol - related <br />emergencies. SB 108 would require, after two <br />years of implementation, that the department <br />evaluate the economic impact of the bill on the <br />alcohol industry and submit its evaluation to the <br />Legislature. SB 108 is sponsored by the California <br />Medical Association and California State <br />Firefighters' Association, Inc. and was amended <br />April 8. Emergency Medical Services. <br />Existing law authorizes each county to establish an <br />emergency medical services fund, and makes <br />money in the fund available for the reimbursement <br />of physicians, surgeons and hospitals for losses <br />incurred in the provision of emergency medical <br />services when payment is not otherwise made for <br />those services. AB 476 would authorize each <br />administering agency to maintain a reserve of its <br />emergency medical services fund, and would revise <br />the formula for distribution of the moneys in the <br />fund and would require each county to report to the <br />Medical Services Authority on each April 15. M <br />4Z¢ would require the authority to compile and <br />submit a report to the Legislature and authorize the <br />reimbursement of 100% of losses. SB 476 would <br />also require the administering officer to establish an <br />advisory committee with representatives comprised <br />of local physicians and hospital administrators, and <br />would require the committee to review payment <br />distribution methodology to ensure fair and timely <br />payments. SB 769 would create the Indian <br />Gaming Local Communities Investment Board, <br />responsible for determining the eligibility of requests <br />for appropriations of moneys from the Indian Gam- <br />ing Special Distribution Fund. SB 769 would appro- <br />priate an unspecified sum of money from the Indian <br />Gaming Special Distribution Fund for regulatory <br />functions of the Division of Gambling Control and <br />the Gambling Control Commission, grants for <br />gambling addiction programs, backfilling moneys in <br />the Indian Gaming Revenue Sharing Trust Fund, <br />and mitigating impacts to local governments caused <br />by tribal government gaming. SB 769 would addi- <br />tionally establish the composition of the Indian <br />Gaming Local Communities Investment Board for <br />the purposes of funding grants to mitigate impacts <br />to local governments. The bill also creates two <br />special accounts within the Indian Gaming Special <br />Distribution Fund for the purpose of providing <br />grants to local law enforcement agencies and local <br />governmental agencies impacted by tribal gaming. <br />Staff: Natasha Fooman, Status: SenGO;Hrg -4/22, <br />Position: Review and Comment. <br />SB 911 (Alpert).
