The department will continue its cost <br />containment efforts, and will be decreasing expenditures for all <br />discretionary items, but even with these efforts the workers' <br />compensation budget will require a budget amendment of $1,093,973 <br />to balance the budget for fiscal year 2002/03. <br />FEDERAL LAW E NFORCEMENT GRANTS <br />1. The Police Department received a federal youth enforcement 43,000 <br />program grant for the Police Activities League program. An <br />appropriation must be established so that the Police Department <br />may expend these funds. <br />2. The Police Department received a federal law enforcement 72,202 <br />block grant, which requires an appropriation to enable the Police <br />Department to begin expending the granted funds. <br />Total Federal Law Enforcement 115,202 <br />CAPTIAL OUTLAY FUND <br />On March 24, 2003 the City Council approved an $8 million loan 8,000,000 <br />from the water enterprise fund, internal services fund, and <br />self- insurance fund to the City's capital project fund to provide <br />the financial resources needed to undertake the land acquisitions <br />of privately -owned properties on block 2 for the cinema/retail project. <br />This appropriation is required to establish a project account in which <br />to record the property acquisition expenditures. <br />2. The millennium tree - planting grant was $140,000.
