2002103 <br />Changes in Expenditures <br />2. The Police Department received a federal law enforcement <br />block grant, which requires an appropriation to enable the Police <br />Department to begin expending the granted funds. <br />Total Federal Law Enforcement <br />CAPTIAL OUTLAY FUND <br />1. On March 24, 2003 the City Council approved an $8 million loan <br />from the water enterprise fund, internal services fund, and <br />self- insurance fund to the City's capital project fund to provide <br />the financial resources needed to undertake the land acquisitions <br />of privately -owned properties on block 2 for the cinema/retail project. <br />This appropriation is required to establish a project account in which <br />to record the property acquisition expenditures. <br />2. The millennium tree - planting grant was $140,000.
