CITY OF REDWOOD CITY <br /> MEMORANDUM <br /> <br /> March 1, 1990 ~ <br /> Councilman Claire <br /> <br /> City Clerk <br /> <br /> SUS,~ECTi FPPC Filings <br /> <br /> I have checked with Kevin Braaten-Moen of the FPPC regarding accounting procedures <br /> for Form 490. He advised the following: <br /> <br /> 1. There is a box in the middle of the Summary Page advising "If this is the <br /> first report filed for the calendar year, Column A should be blank except <br /> for Lines 2,6,9 and 11." <br /> <br /> Therefore Form 405 Amendments to Form 490 must be filed for the following <br /> Statement periods: 1/1/90-2/24/90 <br /> 7/1/89-12/31/89 <br /> 1/1/89-6/30/89 <br /> 7/1/88-12/31/88 <br /> I have attached five copies of Form 405 and summary pages of Form 490 for <br /> your use. Be sure to call if I can offer further help (?). <br /> <br />2. Kevin also advised that when a 501 and 502 are filed for a NEW campaign it <br /> will be necessary in the future for a NEW committee to be formed, but is <br /> NOT necessary for you at this time as your campaign committee still states. <br /> "Committee to Re-Elect" and court decisions have clouded the issue. However, <br /> he feels fairly certain new committees will have to be formed each time a <br /> candidate runs for office in the future. (Existing committees would not <br /> necessarily need to be terminated if there are funds left over and the <br /> officeholder chooses to spend them on officeholder expenses, etc. as long <br /> as they were not spent on the future campaign.) <br /> <br />P.S. I have attached copies of every form you filed (excluding 721's) since the <br />first one in 1986 so you could follow the paper trail. <br /> <br /> <br />
