q.A-3
LOCAL LEGISLATIVE ACTION DAYS - WE NEED YOU!
The LOCAL Coalition ('Leave Our Community
Assets Local') is expecting a better - than -ever
Legislative Action Days event in Sacramento, May
14 -15. While last year's event drew approximately
800 people, this year the League our LOCAL co-
sponsors (California State Association of Counties
and California Special Districts Association) are
hoping for an even higher turnout. After all, the
stakes are even higher this year for anyone who is
concerned about protecting local services.
There are currently four different budget
proposals — all of which could dramatically impact
local agencies' ability to preserve local services.
(See "State Budget Action Picks Up This Week
Under Pressure to Pass Pension Obligation
Bonds. ")
May 15. City delegates will be asked to consider
one or more proposals prepared by the League
board of directors concerning the state budget and
state -local fiscal reform.
. . . . . . . . . . . . . . . .
LOCAL UPDATE
The following are a few of the activities carried
out by city officials and others under the "LOCAL"
banner (Leave Our Community Assets Local" —
the coalition jointly sponsored by the League, the
California State Association of Counties, and the
California Special Districts Association.
Grassroots Activities
This year the event coincides with the May 14
scheduled release of the May Revise to the
Governor's budget proposal. Plans are in the
works to have a live feed of the governor's press
conference announcing the May Revise available
at the conference location.
Scheduled speakers at the event will be well
positioned to speak to the budget and possible
solutions: they include Senate Minority Leader Jim
Brulte and state Department of Finance Director
Steve Peace.
City officials are encouraged to register for the
event, and to contact their League regional repre-
sentative to coordinate the scheduling of legislative
visits with other LOCAL coalition partners from each
legislator's district. To register, visit the League's
Web site. You can also use the Web site to identify
and contact the League regional representative for
your division, at www.cacities.orc/
issuesandadvocacv. Click on the name of your
division in the section labeled "Advocacy.
Center."
Special Membership Meeting to Follow
Legislative Action Days
City officials are invited to remain following the
conclusion of Legislative Action Days, to participate
in a Special Membership Meeting at the Sacra-
mento Convention Center Theatre, 1 -3:30 p.m.,
• The City of Tustin (Orange County) is
hosting a Legislative Breakfast with Assembly
Member Todd Spitzer on May 16, 2003. The
breakfast will begin at 7:30 a.m. And take place at
Orange City Hall, 300 East Chapman in the
Weimer Room.
• The Orange County Employees Asso-
ciation has confirmed that they will be sending 20
people to LOCAL's Legislative Action Days.
" Central Valley city officials are incorpo-
rating the League's new "Cloudy Skies" video into
their overall Legislative Action Days media plan.
Several cities are working on a coordinated effort
to show the video to their city councils during
televised council meetings and as close to Legis-
lative Action Days as possible. The goal is to
ensure that public sees the video and also hears
at the same time that their city officials are going
to the State Capitol to discuss local government
concerns with the legislature.
" Greg Larson, Chief of Staff to Control-
ler Steve Westty, was the luncheon speaker at
the Peninsula Division's joint city manager's
meeting (San Mateo and Santa Clara Coun-
ties). Twenty -seven city and assistant city
managers were treated to stories from the Capitol
including a budget update from the former Milpitas
Condnued on Page 9
Visit the League's Official Web Site-- www.cacities.org PRIORITY FOCUS /PAGE 3
