DRAFT URBAN WATER MANAGEMENT PLAN <br />Figure 1.2 Historic and Forecasted Base Water Use <br />'s <br />LL <br />C <br />— I... 1. 2005 3010 2015 2020 2025 <br />1.2 Water Conservation <br />BMPs are identified in the Memorandum of Understanding (MOU) administered by the <br />California Urban Water Conservation Council .4 The intent of the MOU is to develop <br />comprehensive conservation BMP programs using sound economic criteria such that <br />water conservation is on an equal basis with other water management options. The <br />identified 14 BMPs are presumed to be cost effective in most areas of California. BMPs, <br />however, should not be implemented if they are not cost effective, cannot be reasonably <br />funded, or cannot be implemented because agency does not have legal authority. Hence, <br />the City needs to evaluate the appropriateness of each BMP to its situation. <br />Signatories of the MOU, including Redwood City, also commit to meeting minimum <br />coverage requirements (i.e., conservation activity levels) and timetables for implementing <br />BMPs. The implementation plan presented in this report is based on meeting minimum <br />coverage requirements (i.e., activity levels) and associated schedule milestones. It should <br />be noted, however, that water conservation planning information, performance, and <br />assumptions are continually changing. Hence, this plan should change as circumstances <br />warrant. <br />This section evaluates each BMP as it relates to Redwood City currently.
