In particular, replacing clothes <br />washers in multiple - family and commercial settings is beneficial. BMP 6 does not set <br />forth coverage requirements. The implementation plan includes 2,000 and 650 single - <br />family and multiple - family clothes washer rebates between 2003 and 2006. Because <br />high- efficiency clothes washers will be the only option to consumers starting in 2007, the <br />last year of the program is 2006. The motivation of the rebates is to entice customers to <br />choose high - efficiency washers, given they now have choice among machines of varying <br />efficiency. <br />BMP 14 has an estimated cost of $683 to $1,400 per AF saved. The implementation plan <br />is very aggressive installing 7,000 ULFTs in single - family homes and 5,000 ULFTs in <br />multiple family units between 2003/04 and 2005/06. In 2003/04, it is estimated that there <br />are only 19,103 and 7,519 non -ULFTs in the service area for the single - family and <br />multiple - family sectors respectively. Hence, about 37% and 66% of non -ULFTs will be <br />replaced respectively via this program. These aggressive targets are based on the <br />minimum coverage goals set forth by the BMP, and are partly a reflection of delayed <br />action by the City on this BMP. <br />The estimated cost range for BMP 14 is wide because of uncertainty in the remaining life <br />of toilets replaced by the program. The $683 per AF saved estimate is based on the <br />assumption that replaced toilets would have had an average 20 -year remaining life. <br />14 <br />
