STRATEGIC PLAN TO BE PRESENTED TO <br />THE CALPERS HEALTH BENEFITS <br />COMMITTEE MAY 13, 2003 <br />A strategic plan addressing seven major health <br />care issues, from regional pricing to alternative <br />benefit packages, will be presented at the <br />CaIPERS Health Benefits Committee meeting <br />May 13 in Sacramento. <br />The plan has been one year in the making, and <br />involved the diligent efforts of CaIPERS Health <br />Benefits staff. The plan's goal is to identify long- <br />term solutions to the crisis facing the health care <br />system. <br />Public agency representatives, employee <br />bargaining units and retiree groups all played a <br />role in the plan development, which presents a <br />combination of new funding and management <br />strategies. Among the top priorities of the plan is <br />the retention of public agencies and schools in the <br />CaIPERS health care program. A number of <br />public agencies have expressed interest in leaving <br />the program, and the new plan outlines ways to <br />address this by offering additional products, <br />improving communications, creating a marketing <br />plan, and exploring expanded website health <br />promotion. <br />The plan also outlines a new pricing policy that <br />more closely reflects the market realities and the <br />significant provider pricing and practice variations <br />across the state. Strategies for increasing effi- <br />ciency and effectiveness in pharmacy expendi- <br />tures and disease management are also included. <br />It is hoped that the realization of these goals will <br />result in the growth of CalPERS and its capacity <br />to serve public employees across the state. <br />Public agencies are encouraged to review the <br />plan, which can be found online at <br />www.calpers.ca.gov and participate in the hear- <br />ing on May 13. Further detail is also available on <br />the Employee Relations page on the League's <br />website ( www. cacities .org /employeerelations). <br />LEAGUE GRASSROOTS IN ACTION <br />An occasional report on Grassroots activities <br />by League divisions (outside of work specifically <br />on the state budget crisis, which is highlighted in <br />the LOCAL Update article). <br />Chris McKenzie and City Manager Division <br />President Rod Woodjoined a distinguished list of <br />panelists at the "2003 Housing Summit - Pre- <br />scription for Change ". The Summit, co- sponsored <br />by 22 Northern California REALTOR Associa- <br />tions, the League of California Cities and Wells <br />Fargo Bank, was attended by more than 350 <br />realtors, lenders, builders, nonprofit and local <br />government representatives. Chris' panel, Its Not <br />just N/MBY's: Why Cities Aren't Building Housing <br />and What Needs to be Done, included Paul Lewis <br />(Public Policy Institue of CA), Linda Mandolini <br />(Eden Housing) and Linda Wheaton (HCD). <br />Beating the Odds: Who is Getting Assistance and <br />the Changing Role of Local Government and <br />Private Corporations, featured Rod Wood, Carl <br />Guardino (Silicon Valley Manufacturing <br />Group), Eugene Long (ABAG) and Bill Ward <br />(Hayward City Council). <br />"Partnering with the League of California Cities <br />for our second annual conference on housing <br />adds a new dimension and energy to our efforts ", <br />said Nancy Rogers, Summit Chair (Bay East <br />Assn. of Realtors). <br />• League President and Oakland City <br />Attorney John Russo will be the guest speaker <br />at the June 5 meeting of the Los Angeles County <br />Division. The Southern Califomia/Los Angeles <br />County Division office in Monrovia will also host an <br />open house that day from 2:00 -6:30 p.m. City <br />officials are invited to stop by and get better <br />acquainted with League staff assigned to Los <br />Angeles County.
