q' A r a
AB 1221 from page 1 ...............
The League remains opposed to the measure,
unless amended to provide constitutional protec-
tion for local government revenues. The bill has a
number of other additional issues that also need to
be addressed.
It is reported that AB 1221 will be sent to the
Assembly Appropriations Committee Suspense
File. This is a procedural action by the committee
for any bill with cost implications for the state
general fund. The committee will then review AS
1221 along with all other bills on "suspense" and
make a determination which bills will move to the
Assembly floor. The deadline for the Appropria-
tions Committee to report all bills (including those
on the Suspense File) to the floor is May 30 1 h.
We understand that many city officials who
plan to attend the Legislative Action Days on May
14 and 15 are also planning to attend the Appro-
priations Committee hearing, starting on the
morning of May 14. Any city officials who are in
Sacramento on that day is certainly encouraged to
attend the committee meeting. Because of the
Suspense File procedures there may not be an
actual hearing on the bill, with testimony, debate
and all the other "normal" activities. Just a "heads
up" on that possibility.
2003 CALIFORNIA CITIES HELEN PUTNAM
AWARD FOR EXCELLENCE
CALL FOR ENTRIES: DEADLINE MAY 16
Cities with innovative programs in a wide
range of categories are encouraged to compete
for awards through the League's prestigious Helen
Putnam Award for Excellence program.
