Tom Passanisi, Principal Planner, presented an overview of the goals, <br /> programs and projects for the community that aims to maintain the quality of life of the <br /> community (presentation on file). Mr. Passanisi went through all the documents that , <br /> Council has received to date. He thanked the community for its input, Boards , <br /> Commissions and Committees, San Mateo County officials and others such as � <br /> consultants. Janet Borgens, speaking on behalf of the Planning Commission, <br /> recognized Council Members Gee, Seybert and former Mayor Diane Howard and she <br /> explained that this Commission is recommending its adoption. She thanked the <br /> community for the collaborative and fulfilling effort. <br /> The consultant Laura Stetson explained in detail what makes this a powerFul General <br /> Plan (presentation on file). She added that this Plan followed an Wholistic approach. <br /> Another consultant addressed issues about the Environmental Impact Report. Council <br /> referred to a recent article in the newspaper and how staff should look into it. She also <br /> explained the alternatives that by law staff had to consider. She noted that 86 <br /> comments were received on the EIR and master responses were prepared to address <br /> the three master topics. These were: Streetcar systems, Saltworks Development <br /> Proposal, and Water Supply. Council Member Foust stepped away from the dais as <br /> Saltworks was mentioned. Council Member Foust rejoined the dais after that topic was <br /> over. The consultant provided information on the Review and Comment period. <br /> Jill Ekas, Director of Planning Housing and Economic Development, presented a <br /> conclusion on the issue of the overall project. Ms. Ekas covered a memorandum on the <br /> water impact. She also noted that Bay Conservation and Development Commission is <br /> looking at a Bay Plan amendment. She added that the concepts of Flexibility, Capacity, <br /> Opportunity and Balance are principles that the General Plan keeps in its form. She <br /> also covered the next steps and the implementation process. <br /> Mayor Ira opened the public hearing. <br /> James Jonas congratulated and complimented staff, consultants and Council on the <br /> results and a job well done. He spoke in favor of implementation and adoption of the <br /> Plan. He also had areas of concern regarding BCDC (San Francisco Bay Conservation <br /> and Development Commission) climate change, climate adaptation, housing units built, <br /> and other adaptation strategies. <br /> Robert Galet said he owns property in Redwood City that is in the Downtown Precise <br /> Plan. He expressed his concerns that he was not sufficiently informed, particularly <br /> about integrity problems and that he does not want his property in the Plan. He asked <br /> for the right thing to be done in terms of not including his property in the precise plan <br /> and that his property be treated as a historic resource like his neighbor's property. <br /> M/S Seybert/Gee to close the public hearing.
