6.1 B <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> November 8, 2010 <br /> SUBJECT <br /> Amendment to Memorandum of Understanding with Samaritan Hause for <br /> Homelessness Prevention and Rapid Re-Housing Program (HPRP) <br /> RECOMMENDATION <br /> Approve by motion and authorize the City Manager to execute the Addendum to the <br /> Memorandum of Understanding with Samaritan House for State of California Housing <br /> and Community Development Federal Stimulus Funds for Homefessness Prevention <br /> and Rapid Re-Housing Services. <br /> BACKGROUND <br /> On January 11, 2010, Council authorized the City Manager to execute the <br /> Memorandum of Understanding with Samaritan House for State of California Housing <br /> and Community Development Federal Stimulus Funds for Homelessness Prevention <br /> and Rapid Re-Housing Services (HPRP). <br /> The HPRP fund provides financial assistance and services to families and individuals <br /> earning less than 50% of Area Median Income (AMI) who are homeless or at risk of <br /> homelessness. Under the original MOU, covering the period from November 1, 2009 — <br /> September 30, 2011, the amount available to Redwood City was $156,500 for direct <br /> financial assistance and $60,000 to provide Housing Relocation and Stabilization <br /> services. <br /> The amendment to the MOU provides for an additional $60,000 in direct financial <br /> assistance dollars bringing the total direct financial assistance amount to $216,500. As <br /> with the original MOU, these funds stay with Samaritan House who is responsib{e for <br /> issuing payments upon our written approval. The $60,000 to provide Housing <br /> Relocation and Stabilization services remains the same and continues to be available to <br /> the City on a reimbursement basis. <br /> In addition, the amendment reflects some changes and additions to the original MOU to <br /> meet the standards of the Housing and Urban Development Department (HUD) the <br /> overseer of these federal stimulus dollars. <br /> ALTERNATIVES <br /> Council could choose not to sign the addendum and not accept the additional direct <br /> financial assistance available for Redwood City residents. <br /> FISCAL IMPACT <br /> There are no new expenditures to the City as a result of this amendment. The <br /> additional grant funds will greatly increase the City's ability to provide homelessness <br /> prevention support to community members. <br />
