I <br /> 6.1 B . . � <br /> Page 13 <br /> Individuals are considered homeless for the purpose of this contract only af they meet <br /> one of the following criteria: <br /> • Sleeping in an emergency shelter; or <br /> • Sleeping in a place not meant for human habitation, such as cars, parks, <br /> abandoned buildings, streets/sidewalks; or <br /> • Staying in a hospital or other institution for more than 180 days but was sleeping in an , <br /> emergency shelter or other place not meant for human habitation immediately prior <br /> to entry into the hospital or institution; <br /> • Graduating from, or timing out of a transitional housing program; and <br /> . Victims of domestic violence. <br /> 3. Definition of At-Risk of Homelessness <br /> Households at-risk of homelessness do not have to meet any additional eligibility <br /> beyond those stated above in #2 definition of Homelessness. However, prevention <br /> assistance for those households at-risk of homelessness is to be targeted to those <br /> individuals and families at most imminent risk of losin4 their housina. <br /> Eliaible Activities: <br /> Flnancial Assistance: <br /> Financial Assistance is limited to the following activities: short-term rental assistance (3 <br /> months), medium-term rental assistance (4-18 monthsa, security deposits, utifity deposits, <br /> utility payments, moving cost assistance, and motel and hotel vouchers. <br /> Eligible activities under HPRP include financial assistance, though payments may only <br /> be made to third parties and not directly to clients. Financial assistance can include: <br /> • Rental assistance of up to 18 months, including shallow subsidies, declining <br /> subsidies, and subsidies deeper than Section 8 subsidies; <br /> • Up to 6 months of back rent, which counts against the 18 month maximum; <br /> • Security ond utility deposits; <br /> • Up to 18 months of utility payments, including up to b months of bock utility <br /> payments; <br /> • Moving cost assistance (not furnishings); and <br /> • Motel and hotel vouchers for no more than 30 days, if no oppropriate shelter is <br /> available and rentdl housing has been identified but is not ready to be moved <br /> into. <br /> The HUD Notice does not (imit the number of times that a household can receive <br /> financial assistance, but households cannot exceed the 18 month totc�l cap on rental <br /> assi5tance and utilities. <br /> City of Redwood City/fair Oaks Community Center • Stale HPRP funding; November 1, 2009•September 30, 2011 $ <br />
