6.1 C <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> November 8, 2010 <br /> SUBJECT <br /> Temporary suspension of parking meter rates in downtown during Hometown Holidays <br /> RECOMMENDATION <br /> Approve, by motion, the temporary suspension of parking meter rates in the downtown <br /> area on Saturday, December 4, 2010 to accommodate the annual Hometown Holidays <br /> festival. <br /> BACKGROUND <br /> On December 4, 2010, the Downtown Business Group will hold its annual Hometown <br /> Holidays event, a parade and festival to celebrate the winter holiday season, in <br /> downtown Redwood City. The Hometown Holidays event includes a snow fot, musical <br /> entertainment, visits and photos with Santa, Children's Holiday Parade, tree fighting <br /> ceremony, and a fireworks display. Due to the parade route and festival events, much <br /> of the downtown core's parking supply will be unavailable. To accommodate these <br /> scheduled special public events and compensate for the reduced parking supply, staff <br /> requests the suspension of the parking meter rates on Saturday, December 4, 2010, <br /> from 10:00 AM through 6:00 PM on the streets and city-owned parking lots listed below, <br /> so that patrons of downtown Redwood City may park without charge during the event. <br /> 1} All streets bounded by Veterans Boulevard, Brewster Avenue, EI Camino Real, and <br /> Walnut Street. <br /> 2) Off-street parking lots: Perry Lot, Winslow Lot, Main Street Lot, and Library Lots A <br /> and B. <br /> 3) City staff will reprogram the digital multi-space meters to notify patrons of the <br /> temporary suspension of parking meter rates in the downtown and to not accept <br /> payment during the suspension. <br /> City Council may temporarily suspend parking meter rates according to the City <br /> Municipal Code Section 20.133 excerpted as follows: <br /> Sec. 20.133. PROVISIONS FOR TEMPORARY SUSPENSION OF METER RATES: <br /> The provisions of this Division may be suspended from time to time by mofion of the City <br /> Council in any case where the Council frnds that strict compliance would not serve the <br /> public interest, including but not limited to the use of public sfreets and sidewa/ks for <br /> celebrations, specia/ public evenfs, celebration of holiday seasons and any other such <br /> activity or purpose as the City Counci! in ifs sole discretion shal! determine. <br /> (Ord. No. 2329, § 1, 5-92-08) <br /> ALTERNATIVES <br /> Council may choose to enforce parking meter rates in downtown on December 4, 209 0. <br /> FISCAL IMPACT <br /> The city will not receive an estimated $1,700 in revenue as a result of suspending the <br /> parking meter rates on December 4, 2010. <br />
