6.1 D <br /> Page 1 <br /> REPORT � <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> November 8, 2010 <br /> SUBJECT <br /> Agreement with Integrated Building Solutions Inc. for installing Intelligent Building <br /> Interface Systems (IBIS) Program <br /> RECOMMENDATION <br /> Approve, by motion, a technical consulting services agreement with Integrated Building <br /> Solutions, Inc. to install, monitor, and analyze data from an energy management system <br /> at four facilities in an amount not to exceed $86,710.00 and authorize the City Manager <br /> to increase the contract amount up to 10% if necessary. <br /> BACKGROUND <br /> The city's Facilities Energy Efficiency Program seeks to implement and support climate <br /> protection and foster sustainability consistent with Council's Strategic Goals. IBIS is a <br /> utility meter/control software program that provides the means to monitor, track, and <br /> control utility usage. It provides means to manage energy demand, measure equipment ' <br /> usage, and provide data for future facility imp�ovement projects that increase energy <br /> efficiency and conserve resources. A pilot IBIS program was implemented earlier this <br /> summer at City Hall and the Main Library. Currently, monitors in the City Hall lobby <br /> display real time energy consumption which educates the public of the need for a <br /> commitment to energy conservation. <br /> Staff now recommends implementing similar energy monitoring and control systems at <br /> four additional city-owned facilities — the Police Department, Redwood Shores Branch <br /> Library, Maintenance Service Center, and Fire Station No. 9. IBIS will provide <br /> continuous and detailed remote monitoring and reporting of a facility's energy usage. <br /> Monitoring electrical and gas consumption is the first step in managing demand. On- <br /> going energy usage will be reviewed and analyzed in combination with billing data, <br /> utility incentives, and building performance to realize opportunities to save energy and <br /> dollars. This will be especially critical as PG&E implements a tiered rate structure which <br /> takes into account energy shedding based on peak load periods during the day. <br /> The benefits of tracking energy usage include the ability to measure the perFormance of <br /> HVAC, lighting, and other energy using systems. For example, energy is wasted if <br /> equipment or a system is not operating as originally designed. Poorly pertorming <br /> equipment can be identified and adjusted or improved to ensure energy efficient <br /> performance. The IBIS program will assist staff in maintaining city facilities in peak <br /> condition. <br /> Integrated Building Solutions, Inc. was deemed to be the best qualified firm to provide <br /> energy management services based on staff s review of similar projects. lntegrated <br /> Building Solutions, Inc. will provide the software, hardware, labor and services required <br /> to install the monitoring equipment. The scope of work of this proposed agreement <br /> includes start-up and testing at each of the four city-owned facilities. Integrated Building <br />
