<br /> All of said work and improvements are to be constructed at the places
<br /> and in the manner, and to the lines, grades and elevations, as shown upon
<br /> the plans, profiles and specifications made therefor and on file in the
<br /> office of the City Engineer of Redwood City.
<br /> Said contemplated work and improvements, in the opinion of said City
<br /> Council, is of more than local or ordinary public benefit, and said Coun-
<br /> cil does hereby make the cost and expenses of doing such work and improve-
<br /> ment chargeable upon a District, which District said City Council declares
<br /> to be the District benefited by said work and improvement and to be asses-
<br /> sed to pay the entire cost and expenses thereof, and which said Assessment
<br /> District is wholly within the limits of said City of Redwood City, State
<br /> of California, and is described as follows:

<br /> in the office of the Recorder of San Mateo County, California, in Volume 8
