confirmed by this Council, with her certificate of such con- <br /> firmation thereto attached as of the date thereof; and that <br /> said City Engineer shall forthwith record said diagram and <br /> assessment in his office in a suitable book to be kept for <br /> that purpose, and append thereto his certificate of the date <br /> of such recording, and such recordation shall be and constitute <br /> the assessment roll herein. <br /> 9. That the City Engineer, upon the recording of <br /> said diagram and assessment, shall mail to each owner of real <br /> within th <br /> property e assessment district, at his last known ad- <br /> dress as same appears on the tax rolls of the County or on file <br /> in the office of the Clerk of said City, or both, if said address <br /> is not the same on both records, a statement containing a desig- <br /> nation by street number or other description of the property <br /> assessed sufficient to enable the owner to identify the same, <br /> the amount of the assessment, the date of the recordation of <br /> said assessment, the time and place of payment thereof, the <br /> effect of failure to pay within such time, and a statement of <br /> the fact that bonds will be issued on unpaid assessments pur- <br /> suant to the provisions of Division 7, Part 5, of the Streets <br /> and highways Code of the State of California, as amended (Im- <br /> provement Act of 1911), the last installment of which bonds <br /> shall mature fourteen (14) years from the second day of January <br /> next succeeding the next September 1st following their date. <br /> Said bonds shall be payable to bearer and shall contain a <br /> provision for a five per cent (5) prepayment premium. <br /> 10. That said City Engineer shall also give notice <br /> by publishing a copy of a Notice to Pay Assessments for ten <br /> (10) days in the Redwood City Tribune, a newspaper published <br /> and circulated in the City of Redwood City, that said assess- <br /> ment has been recorded in his office, and that all sums assessed <br /> -5- <br />
