The acceptance of the corrected Pearce, McAllister & <br /> Thorsell, Inc. bid will result in the performance of the work at <br /> the lowest available price, and to re- advertise for bids would <br /> not result in competitive bidding which would result in a lower <br /> cost to the City and would be a mere expensive formality. <br /> 7. All purposes of the requirement of advertising for bids, <br /> namely, invitation of competition, the guarding against favoritism, <br /> improvidence, fraud and corruption, in the award of municipal <br /> contracts and securing the best work and supplies at the lowest <br /> price practicable, have been attained, and an award based on the <br /> corrected Pearce, McAllister & Thorsell, Inc. bid will be for the <br /> benefit of property owners and taxpayers and not for the benefit <br /> or enrichment of bidders and will be accomplished with sole <br /> reference to the public interest. <br /> S. The City Council hereby rejects all of said proposals <br /> or bids except that hereinafter mentioned and hereby awards the <br /> contract for doing the work and improvements and furnishing the <br /> materials, supplies and equipment necessary therefor, to the <br /> lowest responsible bidder, to -wit: <br /> PEARCE, McALLISTER & THORSELL, INC. <br /> at the unit prices named in its bid, as corrected, by letter from <br /> said Contractor dated June 3, 1960. <br /> 9. That the City Manager of said City is hereby authorized <br /> to make and enter into a written contract with said successful <br /> bidder and to receive and approve all bonds in connection there- <br /> with, and to affix thereto the corporate seal of said City. <br /> * * * * <br />
