i 4 <br /> 3. No building, structure, or other permanent improvements <br /> shall hereafter be erected or placed within the official plan <br /> limes designated on aforementioned map; provided, however, that <br /> this resolution shall not apply to garden, agricultural crop <br /> planting, front yard fences, and non - permanent sprinkling and <br /> irrigation structures. <br /> 4.. The City Council of the City of Redwood City, upon the <br /> recommendation of the City Planning Commission of said City, may <br /> grant adjustments or variances from the strict application of the <br /> provisions of paragraph 3 hereof, in the event the Planning Com- <br /> mission shall find both of the following conditions to exist, <br /> to wit: <br /> (a) That there are special circumstances or <br /> conditions attaching to the property of the applicant <br /> upon which the proposed building structure or other <br /> improvement is sought to be erected or placed; and <br /> (b) The granting of the application is necessary <br /> for the preservation and enjoyment of substantial prop- <br /> erty rights of the applicants. <br /> -2- <br />
