"All <br />Californians will suffer if the politicians in the <br />Capitol keep stealing our local community funds to <br />cover up their state budgetary mistakes." <br />League's Second Vice President. "We're not self - <br />appointed. The voters elected us with the expec- <br />tation that we would represent their interests. We <br />share a responsibility with legislators and the <br />governor. <br />"Our purpose in holding this meeting today is <br />to fulfill that responsibility." <br />The resolution passed by the city delegates <br />was considered at an extraordinary meeting of the <br />League's General Assembly, convened by the <br />board of directors in an action unprecedented in <br />the League's 105 -year history. <br />The resolution authorizes the League board of <br />directors to support a budget recovery package <br />that includes "contributions" of city funds to the <br />state, or support for temporary taxes to finance the <br />state's debt, if legislators commit that they will put <br />a measure on the ballot to constitutionally protect <br />communities from future raids on local funds. <br />The draft resolution had been distributed to all <br />cities several weeks prior to today's General <br />Assembly. Several changes were proposed by <br />delegates, and voted up or down by a voice vote. <br />The final vote was overwhelmingly in support of <br />the resolution with some amendments. <br />"At our meeting this afternoon, delegates from <br />cities throughout the state basically set the ground <br />rules that will guide League support for a balanced <br />budget recovery package," said Ron Loveridge, <br />Mayor of Riverside and First Vice President of the <br />League. <br />"The core issue is this," said Loveridge. "We <br />have to stop the bleeding of our resources, and <br />end the uncertainty about our own revenues.
