9A -29 <br />Legislative Bill Action <br />................................ ............................... <br />The following are Summaries of just a few of the legislative bills that are currently being acted upon <br />by the League of California Cities. You can track information on bills (www.cacities .org /legislativesearch), <br />locate legislators and legislative committees, send letters to legislators or the media through the <br />online Advocacy Center, research League policy positions, access useful related links, and much <br />more. <br />TRANSPORTATION, COMMUNICATIONS <br />AND PUBLIC WORKS <br />AB 453 (Yee). Public Works Contracts. Com- <br />pensation of Contractors. AB 453 seeks to <br />change California statutory and case law that have <br />been in place for at least a century. It provides that <br />if a contract with a public agency is declared void, <br />the no payments can be made under it. AB 453 is <br />similar to AB 750 (Brewer), which was vetoed by <br />the Governor in 1998. AB 453 passed out of the <br />Appropriations Committee on 5/13. Please send <br />letters of opposition to this bill. Staff: Natasha <br />Fooman; Status: AsmFlr, Hrg -5/23; Position: <br />Oppose. <br />ACA 7 (Dutra). Transportation Funding. Sales <br />and Use Tax. ACA 7 authorizes a local or re- <br />gional transportation agency to impose an addi- <br />tional sales and use tax for a period of 20 to 30 <br />years, as specified, at a rate of 0.5% exclusively <br />for transportation purposes within the jurisdiction <br />of the local or regional transportation agency if the <br />additional tax is approved by 55% of the voters of <br />the jurisdiction voting on the proposition to impose <br />the tax. Additionally, ACA 7 requires the revenues <br />derived from these taxes to be deposited in the <br />Local Transportation Infrastructure Account to be <br />used for specified transportation purposes. This <br />bill passed out of the Elections, Redistricting, and <br />Constitutional Amendments Committee on 5/20 by <br />a vote of 4 -2. Staff: Natasha Fooman; Status: <br />AsApps, Position: Support. <br />AB 1011 (Richman) California Twenty -First <br />Century Infrastructure Investment Fund: <br />Allocations. AB 1011 provides a formula to <br />allocate funds to state and local government from <br />the prospective California Twenty-First Century <br />Infrastructure Investment Fund (Fund). AB 1011 <br />consistent with the original intent of ACA 11, which <br />establishes the California 21st Century Infrastruc- <br />ture Investment Fund, and beginning in FY 04-05 <br />dedicates a percentage of the growth of the <br />General Fund to meet California's infrastructure <br />needs. The fund would be used to meet transpor- <br />tation, water, and park and open space needs <br />across California. This represents a balanced <br />approach, which will assist in long -term planning <br />and implementation of infrastructure construction, <br />maintenance and rehabilitation. The League has <br />been advocating for additional monies to meet <br />these infrastructure needs for several years. <br />California's infrastructure facilities and systems <br />are aging and need of repair. California's projected <br />population growth (45 million in 2020) necessitates <br />that we invest in new systems to meet growing <br />demands. Additionally, AB 1011 provides additional <br />moneys for other infrastructure needs. Staff: <br />Natasha Fooman, Status: AsApps, Position: <br />Support. <br />AB 299 (Lowenthal). Vehicles: Taxicabs and <br />Passenger Vehicles for Hire: Violations: <br />Impoundment. AB 299 requires a magistrate, <br />presented with the affidavit of a peace officer <br />establishing reasonable cause to believe that a <br />vehicle is being operated as a taxicab or other <br />passenger vehicle for hire in violation of licensing <br />requirements adopted by a local authority, to issue <br />Visit the League's Official Web Site-- www.cacities. org PRIORITY FOCUS /PAGE 11 <br />
