<br />SB 762 ( Brulte). Nonviolent drug possession
<br />offense. Personal use. SB 762 creates a new
<br />crime of possession of a controlled substance
<br />with the intent to commit a sex crime, with the
<br />further intent of preventing such person from being
<br />admitted to a treatment program under Proposi-
<br />tion 36. Unless the perpetrator is apprehended
<br />while actually attempting to drug the victim, he can
<br />take shelter under the treatment provisions of
<br />Proposition 36 to evade accountability. Staff:

<br />SB 911 (Alpert). Local Emergency Telephone
<br />Systems: 911 Administrative Board. The War-
<br />ren -911- Emergency Assistance Act directs the
<br />Telecommunications Division of the Department of
<br />General Services to consult regularly with speci-
<br />fied agencies, officials, and entities, including local
<br />representatives from cities and counties, to
<br />accomplish its responsibilities with respect to the
<br />establishment by local agencies of 911 telephone
<br />service. A "911" Administrative Board, appointed by
<br />the Governor, comprised of law enforcement
<br />officials, fire safety personnel, and emergency
<br />communication professionals, will oversee policy
<br />and funding decisions within the Telecommunica-
<br />tions Division of the Department of General Ser-
<br />vices (DGS). SB 911 is intended to improve
<br />delivery of the 911 systems by addressing such
<br />issues as bidding policies and establishing con-
<br />sistent procedures regarding equitable reimburse-
<br />ment for all participating agencies. Supported by:
