1 11 -1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />June 2, 2003 <br />Subject <br />Water Conservation — Continue High Efficiency Clothes Washer Rebate Program <br />Recommendation <br />By Motion: <br />1. Authorize an increase to the rebate funding for Fiscal Year 200212003 from $66,900 to <br />$79,500 representing an increase in the number of rebates from 446 to 530 <br />2. Authorize City Manager to sign application to continue participation in the regional high - <br />efficiency clothes washer rebate program with funding in the amount of $97,110, for <br />Fiscal Year 2003/2004 <br />3. Continue the rebate amount per customer at $150.00. <br />Background <br />Pursuant to the California Urban Water Management Planning Act, the City of Redwood <br />City is a signatory to the Memorandum of Understanding (MOU) Regarding Urban Water <br />Conservation in California. The MOU includes the implementation of a high efficiency <br />clothes washing machine rebate program, known as "Best Management Practice (BMP) <br />#6 ". The Bay Area Water Users Association ( BAWUA) has taken on the role of <br />administering a regional program for this BMP, based on the successful model in use by <br />PG &E for various appliance rebates. BAWUA's Board of Directors approved the master <br />contract at their August 2, 2001 meeting. <br />On August 27, 2001, the City Council authorized initial participation in the BAWUA regional <br />high - efficiency clothes washer rebate program; a total of 398 rebates were awarded in <br />Fiscal Year 2001 -02, resulting in 2,228,800 gallons of water saved per year or 6.84 acre <br />feet. <br />On May 20, 2002, the City Council authorized the continued participation in the BAWUA <br />regional high- efficiency clothes washer rebate program. As of today, a total of 486 rebates <br />have been awarded, resulting in a net annual savings of 2,721,600 gallons or 8.35 acre <br />feet. Of all the BAWUA agencies participating in this program, Redwood City is the one <br />with the most rebates; Redwood City's success is based on the higher rebate amount <br />offered and the city's marketing efforts. <br />Staff recommends that the Council increase the authorized number of rebates for FY <br />2002/03 from 446 to 530, thereby increasing the authorized expenditures from $66,900 to <br />$79,500. <br />Staff also recommends that for Fiscal Year 2003/2004 the per- customer rebate amount <br />continue to be $150, and the funding amount for the program be $97,110, to support 585 <br />additional rebates plus administrative fees. The projected additional annual water savings <br />will be 3,276,000 gallons or 10 acre feet. <br />
