4-1FI
REPORT
June 2, 2003
To the Honorable Mayor and City Council
From the City Manager
Subject
Water Recycling Project — Environmental Documentation
Recommendation
By Motion, authorize Task Order No. 1 to the professional services agreement with CH2M
HILL, Inc. to perform the California Environmental Quality Act (CEQA) documentation for
the proposed Recycled Water Project
Background
On February 25, 2002, the City Council approved the agreement with CH2M HILL for
CEQA services in the not -to- exceed amount of $46,000. CH2M HILL has performed the
majority of the original scope, on time and within budget. The addition of an addendum to
the previously certified Mitigated Negative Declaration (MND) has created additional work
beyond the original scope of services, and work accomplished to date was covered within
the contingency allowance. In order for the City to have access to professional assistance
in preparing responses to public comments on the MND Addendum, the agreement with
CH2M HILL must be adjusted to include more time and budget. The attached Task Order
No. 1 and companion CH2M HILL memorandum delineate the adjustments requested and
recommended by staff. The agreement should be increased by $15,000, from $46,000 to
$61,000, with an extended date of completion from April 30, 2003 to March 31, 2004. All
work accomplished under Task Order No. 1 shall be at the direction of the City and at the
billing rates established in the original agreement.
Alternative
Do not authorize the agreement and give direction to staff.
Fiscal Impact
Sufficient funds are available in the Water Enterprise Fund Capital Improvement Program,
Recycled Water Project.
Peter Ingram
Director, Public Works Services
Attachments
1.
