. <br /> • •C :ek:12/14/59 -7 <br /> RE S OLUTI ON NO. 2933 <br /> RESOLUTION REQUESTING THE GOVERNOR OF CALIFORNIA TO <br /> PLACE BEFORE THE BUDGET SESSION OF THE CALIFORNIA <br /> STATE LEGISLATURE AS A SPECIAL SUBJECT, THE PROBLEM <br /> OF CONTROLLING MOTOR VEHICLE EXHAUSTS <br /> WHEREAS, there exists in the San Francisco Bay Area a <br /> special problem of atmospheric purity which is distinct from <br /> that found in the remainder of the State; and, <br /> WHEREAS, the cities and counties of the San Francisco Bay <br /> Area have, in the creation of the Bay Area Air Pollution Control <br /> District, embarked upon a program of seeking practical and feasible <br /> control of air pollution in this region; and, <br /> WHEREAS, the Bay Area Air Pollution Control District repre- <br /> sents the cities and counties of this region in the membership <br /> of its Board of Directors; and, <br /> WHEREAS, an investigation of the problems of air pollution <br /> control discloses that a correct and feasible solution to these <br /> problems requires an intimate knowledge of local topography, <br /> local meterological conditions, types of industrialization, <br /> po;ulation, density and dispersal, local economic progress, <br /> firection and rate of population expansion, and many other fac- <br /> tors of which local people are most likely to have an intimate <br /> knowledge; and, <br /> WHEREAS, an investigation of the problems of air pollution <br /> control discloses that one of the major sources of air pollution <br /> in the San Francisco Bay Area is the large number of moving <br /> vehicles of all types, which vehicles may have their origin or <br /> destination in areas outside of the District; and, <br /> WHEREAS, it is most feasible for local agencies to investi- <br /> gate and control local sources of air pollution within the Bay <br /> Area Air Pollution Control District; and, <br /> WHEREAS, it is most feasible for state -wide regulation to <br /> investigate and control air pollution originating from vehicles; <br />
