• Presentation: South Bay Salt Pond Restoration Project (California Coastal <br />Conservancy) — Clyde Morris, Manager of the Don Edwards S.F. Bay National <br />Wildlife Refuge, representing Fish and Wildlife Service, the Coastal <br />Conservancy and the California Department of Fish and Game, gave a <br />PowerPoint presentation of the largest wetland restoration project west of the <br />Mississippi. The presentation included the acquisition of the Cargill Salt Ponds, <br />the Phase -Out Interim Agreement and the Long -Term Restoration Planning <br />process. <br />• Presentation: Housing Endowment and Trust (H.E.A.T.) — San Mateo County <br />Supervisors Rose Jacobs - Gibson, President and Rich Gordon, Sub - Committee <br />of H.E.A.T., made a presentation. Supervisor Jacobs - Gibson enthusiastically <br />supported the JPA and the establishment of the Housing Endowment and Trust <br />of San Mateo County. She further encouraged Redwood City to be one of the <br />founding members joining the cities of San Carlos, San Mateo, East Palo Alto <br />and Daly City and the County of San Mateo. <br />Supervisor Gordon stated that a pamphlet is provided that has additional <br />information, frequently asked questions, and benefits of membership. He <br />clarified that the Housing Trust is open to all cities in the County whether or not <br />they have an approved Housing Element. The only restriction to those cities <br />without an approved Housing Element would be utilization of the $2 million <br />being sought from the State Bond. His second point was that H.E.AT. is seen <br />as a fundraising vehicle, not a vehicle that will dictate to any jurisdiction what it <br />should do, if anything, about housing. Each city and the County will retain full <br />authority over its own programs, developments and activities. What will be <br />available is a new vehicle for jurisdictions that want to build affordable housing <br />to secure financial support to do that. <br />Council Member Howard thanked Supervisors Jacobs - Gibson and Gordon and <br />stated that she sees value in such a collaborative for leverage that could affect <br />housing units in each city on a regional level. <br />Council Member Pierce asked that the issue of water be addressed throughout <br />the collaboration. She further stated that joint fundraising and planning was the <br />real intent but that further clarification in the Purpose section of the JPA that <br />speaks of monitoring and enforcement would be helpful. <br />6. ORAL COMMUNICATIONS <br />George Johnson, representing the Veterans Speakers Alliance/Veterans for Peace, <br />stated that the organization was uninvited to the 4`" of July Parade. He stated that <br />they were in the parade last year and well received. He stated that he agrees that the <br />organization needs to be more entertaining but disagreed that they are too political. <br />He asked Council for support in any way possible, such as contacting the Peninsula <br />Celebration Committee (PCA) and asking that they be included if Council so desires. <br />REGULAR CITY COUNCIL MEETING June 2, 2000 <br />MINUTES PAGE 2 <br />
