� <br /> 6.1 H <br /> I <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> November 22, 2010 <br /> SUBJECT <br /> installation of Entry Features to Avondale Avenue <br /> RECOMMENDATION <br /> Approve, by motion, the installation of entry features at Avondale Avenue and approve <br /> an improvement agreement with the developer at 50 and 58 Avondale Avenue and <br /> authorize the City Manager to execute said agreement for the installation of these <br /> features. <br /> BACKGROUND <br /> On June 30, 2010, the develope� of the two new homes on 50 and 58 Avondale <br /> submitted conceptual drawings to the Building, Infrastructure and Transportation <br /> Department for the installation of two new entry features on Avondale Avenue. <br /> Avondale Avenue, a residential street, receives vehicle traffic from EI Camino Real <br /> which is primarily retail and commercial businesses. Currently, there is not a well <br /> marked transition between the commercial and residential area's and this developer, in <br /> an effort to enhance the neighborhood, is proposing the installation of decorative entry <br /> features comprising of columns and landscaping (Attachment 1). <br /> Entry features were historically a part the Wellesley Crescent Park neighborhood. The <br /> installation of permanent features such as these will clearly inform a visitor not familiar <br /> with the area that they are entering a residential neighborhood when transitioning from <br /> EI Camino Real. The roadway width at Avondale Avenue currently is 40 feet wide, and <br /> the new width created by this installation will result in a 22 foot wide threshold into the <br /> neighborhood. The reduced width created by this entryway will also have another <br /> benefit by reducing vehicular speeds en#ering the neighborhood. <br /> Staff has reviewed plans for the proposed improvement and the designs are consistent <br /> with Engineering Standards. The installation does not impede proper surface drainage, <br /> does not restrict access to utility poles overhead, or interfere with subsurface <br /> underground installations. The landscaping features and species have been approved <br /> by staff and contain evergreen trees which will not add increased seasonal maintenance <br /> in the fall. The developer has notified the Avondale neighborhood of their desire to <br /> construct this entryway and have submitted to the City signed acknowledgements of a <br /> large majority of the residents approval for this installation (Attachment 2). <br /> If Council approves the proposed entry features, the developer will enter into an <br /> improvement agreement with the City to guarantee the installation and cost. A licensed <br /> contractor will be required to obtain a permit to perForm the work according to approved <br /> plans and the developer will provide a warranty for a period of one year. After the one <br /> year period has elapsed, all installed improvements will be maintained by the City or <br /> neighborhood volunteers. City staff will continue to work with this developer along with <br />
