8.A <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> November 22, 2010 <br /> SUBJECT <br /> Appeal of Architectural Permit AP2010-09 for 448 Saint Francis Street <br /> RECOMMENDATION <br /> 1. Consider the request, by the appellants, for the continuation of the Public Hearing for <br /> the appeal of Architectural Permit AP2010-09 for 448 Saint Francis Street. <br /> 2. Uphold the decision of the Zoning Administrator based on the findings and <br /> conditions of approval pursuant to the associated Notice of Official Action, thereby <br /> denying the appeal. <br /> BACKGROUND <br /> Factual Summary <br /> On March 11, 2010, the City received an application for an Architectural Permit <br /> (AP2010-09) to deconstruct the existing single-family residence at 448 Saint Francis <br /> Street and construct a new single-family residence. The subject property is <br /> approximately 5,950 square feet and is located on Saint Francis Street, mid-block <br /> between South Place and Quartz Street. The property is currently improved with 1,025 <br /> square foot one-story (with basement), two (2) bedrooms, one (1) bathroom residence, <br /> with a 280 square foot rear deck, and no on-site parking. As proposed, the new <br /> residence would be approximately 2,323 square feet with three (3) bedrooms, three (3) <br /> bathrooms and an attached two (2�-car garage. The proposed residence has one (1)- <br /> story appearance from Saint Francis Street and two-stories in the middle and rear <br /> portions of the structure. As designed, the residence has a contemporary aesthetic, <br /> characterized by a curvilinear standing seam metal roof with geometric volumes created <br /> by sections of flat roofs, trellises, and various wall planes. The project design also <br /> incorporates a deck along the rear of the second story. The applicant has also <br /> requested the removal of a mature Italian Stone Pine to accommodate the location of <br /> the new residence. The project plans are provided in Attachment 1. <br /> An outline of the City procedures in processing an Architectural Permit Application and <br /> a chronology of this particular application process is provided in Attachment 2. The <br /> chronology outlines the steps taken by City staff to support an informed public process, <br /> including pre-submittal requirements, the design review process that included multiple <br /> neighborhood meetings, including a facilitated meeting with Peninsula Conflict <br /> Resolution Center, revisions to the project plans, a decision rendered by the Zaning <br /> Administrator, and the filing of this appeal. <br /> On September 21, 2010, the Zoning Administrator issued a Notice of Official Action <br /> approving Architectural Permit AP2010-09, subject to conditions of approval, for the <br /> construction of a new single-family residence at 448 Saint Francis Street <br /> (Attachment 3). <br />
