The policy and practice of undervaluing or ignoring the legitimate legal, � <br /> equitable, and community privacy interests of neighbors, especially when <br /> reasonable means are available to protect such interests. <br /> 5. T'he policy and practice of withholding, or failing to make available in a <br /> timely manner, information essential to neighbors and the community with <br /> respect to the content and irnpact of a permit applicant's proposed plans; the <br /> refusal to make such information avaiIable in a form and manner that can be <br /> readily understood by the average lay resident. <br /> 6. The Planning Department's longstanding failure to work from, and base its , <br /> decisions on, written standards and guidelines, resulting in arbitrary, I <br /> inconsistent decisions; the refusal by the Planning Department to generate <br /> such guidelines. <br /> 7.
