The policy and practice of issuing Architectural Permits before the underlying <br /> permit application is complete and has been fully reviewed and approved. <br /> City staff processes applications for Architectural Permits in accordance with Article 45 <br /> of the Zoning Ordinance. The City provides a published form that lists the materials <br /> needed for a complete application submittal for an Architectural Permit. This form is <br /> posted to the City's website and provided as a handout at the public counter located in <br /> City Hall. The Architectural Permit is a preliminary step in the development of a <br /> construction project. Certain components of a construction project, such as Building <br /> Permits, Fire sprinkler permits, engineering approvals (i.e. grading, hauling, etc.), and <br /> final landscaping plans are a subsequent part of the City entitlement process and need <br /> not be finalized at the time a decision is rendered on an Architectural Permit. <br /> City staff has a practice of working with applicants to provide complete applications, as <br /> is evident in this case by both the PRC summary letter dated April 16, 2010 and the <br /> incomplete letter dated August 17, 2010. Upon submittal of the revised application <br /> dated August 27, 2010, which included a revised arborist report, the application was <br /> considered complete, thus allowing the City to render a decision on the Architectural <br /> Permit in compliance with Article 45 of the Redwood City Zoning Ordinance. <br /> 2. The policy and practice of not giving reasonable weight fo, and not adequately <br /> balancing, the legal, equitable, and community interests of all stakeholders and <br /> interesfed parties in the architectural permit application and review process. <br /> City staff and the Zoning Administrator make every reasonable effort to consider the <br /> community's interests when considering the merits of an architectural permit application. <br /> Evidence to this fact can be seen by the staff's attendance at multiple community <br /> � <br />
