8.A <br /> Page 47 <br /> landscaping to enhance privacy between adjacent properties, as weil as the <br /> construction of a property line fence. <br /> Neighboring property owners that have concerns about privacy issues have the right <br /> and ability to pursue remedies, within the provisions of applicable City Codes and <br /> Ordinances, to add design elements on their own properties that enhance privacy such ' <br /> as trellises, fences, and additional landscaping. Furthermore, to the extent members of <br /> the community feel their interests have not been fully considered by City staff, they may <br /> utilize the City's established appeal process under Article 48 of #he Redwood City ' <br /> Zoning Ordinance to ensure adequate review. <br /> 5. The policy and practice of withholding, or failing to make available in a timely , <br /> manner, information essentia! to neighbors and the community with respect to <br /> the content and impact of a permit applicant's proposed plans; the refusal to <br /> make such information available in a form and manner fhat can be readily ' <br /> understood by the average lay resident. ' <br /> Although no specifics have been provided in which to respond, a general statement can <br /> be made that all application materials associated with any project under review are <br /> available for public evaluation. Should any member of the public wish to obtain copies of i <br /> the application materials, copies can be provided at a nominal reproduction cost. � <br /> Furthermore, throughout the review of this application staff has maintained an open I <br /> dialog with interested parties. The project planner made repeated efforts to provide <br /> copies to interested parties of application materials or sent email corresponiience as to <br /> the availability of materials. As evidenced by the project file, there was a high volume of <br /> email correspondence associated with this application, and City staff made every <br /> reasonable attemp# to maintain adequate levels of correspondence with all interested <br /> parties. <br /> 6. The Planning Departmenf's longstanding failure to work from, and base its <br /> decisions on, wriften standards and guidelines, resulting in arbitrary, inconsistent <br /> decisions; the refusa/ by the Planning Departmenf to generate such guidelines. <br /> The Planning Department relies on and complies with the Redwood City Zoning � <br /> Ordinance. More specifically, the Planning Department relies on and complies with the <br /> Architectural Standards established by Article 45, Section 45.8, when evaluating <br /> Architectural Permit applications. However, to the extent members of the community <br /> feel their interests have not been fully considered by City staff, they may utilize the <br /> City's established appeal process under Article 48 of the Redwood City Zoning <br /> Ordinance to ensure adequate review. <br /> 7. The demonstrable bias of the Planning Department staff towards accommodating <br /> the wishes of property owners, as evidenced by the issuance of architectural <br /> permifs for residential building projects acknowledged by the Planning <br /> Department (unfortunately, only after the respective residences had already been <br /> 3 <br />
