This document is <br /> timely suhmitted pursuant to the terms of the October 11, 2010 letter Ms. Silvia <br /> vonderlinden, Redtivood Ciry City Clerk, to Mr. Warsowe ("Supplemental Submzssion "). <br /> THIS APPEAL IS MADE BY AND ON BEHALF OF Ms. Renate W. Albreeht and Mr. <br /> Marc Warsowe, wife and husband, owners of the adjoining property at 456 Saint Francis <br /> Street, and, as appropriate, on behalf of other individuals and entities that join Ms. <br /> Albrecht and Mr. Warsowe with respect to one or more of the decisions, policies, or <br /> practices under appeal ("Appellants"). <br /> THIS OFFER OF PROOF is made in support of an appeal of several specific decisions of <br /> the Redwood City Planning Housing and Economic Development Department ("Planning <br /> Department"), as set forth in its September 21, 2010 Notice of Official Action ("NOA") <br /> with respect to the issuance of an architectural permit to Mr. Robert Carroll and Ms. <br /> Katherine North, co-applicants ("Applicants"), and of certain ongoing policies and <br /> practices of the Planning Department. <br /> THIS OFFER OF PROOF is made because Appellants have been unreasonably, and, the <br /> Appellants believe and therefore assert, unlawfully denied a continuance of the Hearing <br /> on this Appeal for sufficient length of time to permit Appellants to "conduct field <br /> research and prepare reports, as well as engage experts and organize community <br />
