' 8.A <br /> Page 69 <br /> stark contrast, Applicants' Roof would be on exactly the same height as <br /> several roofs in the neighborhood, and within 40' of Appellants' gabled <br /> roof. The result will be a very undesirable clash of styles that will be <br /> aesthetically unpleasing and will reduce the property values on the <br /> neighboring houses. <br /> iv. Neighbors of other inappropriately designed and styled residences in the <br /> immediate area will provide written or oral testimony that their property <br /> values decreased because the Planning Department approved houses that <br /> were overbearing and discordant in their respective neighborhoods. <br /> b. The 2300 ft ultra-contemporary design — including the quarter-round roof and <br /> large flat planes of wall surface with unattractively few windows facing the street <br /> and Appellants' house — would be more appropriate on a grassy knoll west of <br /> Skyline Drive, not in a traditional community of bungalows and ranch houses, <br /> with ornamental elements on the fronts. Specifically, applicants' proposed house <br /> would stand between two, small, traditionally old bungalows with traditionally <br /> ornamented facades and roof lines; the contrasting styles would be very <br /> discordant and the property vales would be adversely unpacted. <br /> Conclusions of Fact and Law that Appellants would have Demonstrated: The Planning <br /> Department failed in its duty (a) to follow the Guidelines, and (b) to balance the desire of <br /> the property owner with the rights, needs, and interests of the adjoining and nearby <br /> property owners, of the neighborhood, and of all residents of Redwood City by <br /> unreasonably authorizing the construction of a quarter-round standing seam metal roof <br /> that is discordant with the neighborhood's dominant roof styles, thereby degrading a <br /> valuable element of the streetscape and the neighborhood. <br /> 2. Appellants would have identified one or more architects and urban planners who <br /> would have testified orally or in writing that the Applicants' objective of creating a large, <br /> vaulted interior space could also have been achieved by slightly modifying the Roof <br /> design to preserve its essential curved form, but to do so with a series of two, three, or <br /> more adjoining flat planes that would have created the circular feel and appearance <br />
