At the November 2, 2010 meeting, the Planning <br /> Commission agreed with the recommendation of the HRAC regarding the content of <br /> these contracts. <br /> i <br /> Discussion/lssues <br /> A contract for the property located at 734 Brewster was reviewed and approved by the <br /> City Council on November 5, 2007; however, the former owners never signed the <br /> contract with the City (both parties deceased within the year) and the document <br /> (hereinafter referred to as the "Unexecuted Proposed 2007 Mills Act Contract") was <br /> never reco�ded; the new owners have requested a Mills Act Contract which involves a <br /> new ten year work plan (Exhibit "C" of Attachment 3.b). The HRAC has strongly <br /> supported the proposed revisions because several improvement items listed in the <br /> Unexecuted Proposed 2007 Mills Act Contract have already been completed and the <br /> new owners wish to commit their time and resources toward a more comprehensive and <br /> substantial improvement plan. In addition, any key remaining items from the <br /> Unexecuted Proposed 2007 Mills Act Contract have been incorporated in the new <br /> proposed Mills Act Contract. Other work items listed in the Unexecuted Proposed 2007 <br /> Mills Act Contract, such as cosmetic brickwork, planting and lighting improvements were <br /> a personal choice of the previous owners, and the new owners have elected to exclude <br /> these items from the new proposed Mills Act Contract (Attachment 3.c). <br /> The contract for the property located at 1028 Warren Street is new, and because the <br /> property owners have already invested a significant amount of resources to rehabilitate <br /> the property, the ten year work program focuses on removing non-conforming and <br /> incompatible additions which were made over time, as well as making minor upgrades, <br /> and maintenance. <br /> General Plan Compliance <br /> One of the primary goals of the Historic Resources Chapter of the Built Environment <br /> Element of the 2010 General Plan is to insure the long term preservation of the <br /> community's historic resources according to high standards of quality. Redwood City's <br /> Mills Act Contract program is designed to meet that objective. <br /> Environmental Review <br /> The adoption of individual Mills Act Contracts is categorically exempt under 14 <br /> California Code of Regulations section 15331 (Class 31) of the State CEQA Guidelines. <br /> This approval of these contracts will not cause a substantial adverse change in the <br /> significance of these historical resources. <br /> ALTERNATIVES <br /> Do not approve one or both of the proposed Mills Act Contracts, or advise staff to work <br /> with the HRAC to amend the work plans or other details. <br /> FISCAL IMPACT <br /> Mills Act Contracts have been widely adopted throughout California. These contracts <br /> are relatively simple to put in place and easy to inspect. Mills Act Contracts can reduce <br /> the property owner's taxes by 20% to 60%, depending on the condition of the property, <br /> the total value of the improvements and property assessment comparatives.
