These items can be referenced in their original context in <br /> Attachment 15 to the Staff Report. The page numbers and citation numbers provided <br /> below are a direct reference to the applicants' Offer of Proof 2. <br /> The subsequent text directly following the appellants' statements have been provided by <br /> City staff as a response. <br /> p. 3 Item1.d Appellants have been informally advised by an architect that a <br /> cnnstruction technique referred to as "post and grade bea»r with slab <br /> over" ►vould permit the Tree roots to survive the construction of <br /> Applicants ' house as approved. I� <br /> Staff Response: Due consideration was given to different construction options, <br /> including discussion wi#h Building staff regarding alternative construction methods. <br /> However, the City did not pursue further evaluation of alternative construction methods <br /> because of the Arborist report was recommending removal of the Italian Stone Pine. <br /> Therefore, the Zoning Administrator's decision was based on the proposed plans, <br /> evaluation of the streetscape and neighborhood context, as well as the professional <br /> recommendations of a Certified Arborist and the City's Urban Forestry Specialist in <br /> accordance with the City of Redwood City's rule and requirements. <br /> p. 3 Item 2.a Appellants would have demonstrated that between 40% - 60% oJ'the <br /> crotivn of'the Tree is on Appellants' property, and that the removal of the I <br /> Tree would have caused Appellants a financial loss amnunting to tens vf <br /> thousands of dollars. <br /> Staff Response: The appellants have changed the percentage range of the crown from ' <br /> 50%-60% down to 40%-60% of the crown. Staff has not verified this figure but has <br /> confirmed that the Italian Stone Pine remains entirely on the applicant's property. <br /> p. 4 Item 3.a-c a.
