Such properties are generally non-conforming <br /> with respect to standard code requirements (window and door dimensions, porch rail <br /> heights, minimum clearances between structures regulated by the Building Code, as wel! <br /> as Zoning Code building setbacks, parking provisions etc.). The Mills Act Contract program <br /> is designed to upgrade the unique physical qualities of these older properties, while , <br /> enhancing historic contributing elements as character-defining features of the subject I <br /> district/neighborhood.
