- <br /> 6.1 D <br /> REPORT � <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> November 22, 2010 <br /> Subject <br /> Amendment of By-laws for the Home Improvement Loan Committee <br /> Recommendation <br /> Approve, by motion, the proposed amendment to Sections 2.1 and 2.4 of Article II <br /> Membership of the Home Improvement Loan Committee By-laws to (1) reduce the size <br /> of the committee from nine to five members and eliminate non-voting members; and (2) <br /> to stagger terms of office and extend the term of office to four-years. <br /> Background <br /> The Home Improvement Loan Committee (HILC) was created by the City Council in <br /> 1977 and Council appointed a five-member panel of citizens to review loan <br /> applications, approve loan applications, and recommend policy and program design <br /> changes as appropriate. Since that time, City Council approved the initial By-laws for <br /> the HILC as well as subsequent amendments to the By-laws that have provided for a <br /> nine-member committee. <br /> The current By-laws of the HILC include the following membership composition: <br /> • One City staff member (non-voting); <br /> • One City Council member (non-voting); <br /> • One Housing and Human Concerns Committee (HHCC) member; <br /> • One General Contractor who lives or operates a business in the City; <br /> • One Manager or executive of a bank, savings and loan association or financial <br /> institution in the City; <br /> • One Official from a Title Company in the City; <br /> • One Licensed appraiser; and <br /> • Two citizens at large. <br /> The current By-laws state that voting members, with the exception of the HHCC <br /> member are appointed directly by the City Council, the HHCC member is appointed by <br /> the HHCC from its active membership and the City Council member is appointed by the <br /> Mayor. Voting members are appointed for three-year terms (staggered). Terms of office <br /> for nan-voting members are unfixed and at the discretion of the City Council. <br /> Currently, there are four vacancies on the HILC, including two voting and two non- <br /> voting members of the restricted membership categories, with approximately 50% of the <br /> voting members meeting the areas of expertise. <br /> In an endeavor to meet the City's strategic efforts to reduce costs due to budget <br /> constraints, and to resolve the challenge to consistently obtain a quorum with ongoing <br /> vacancies and increase efficacy, staff in consultation with the HILC recommends that <br /> Article II, Section 2.1, Membership of the By-laws be amended to reduce from nine to <br /> five members with the following criteria: <br />
