� <br /> 6.1 D <br /> Page 4 <br /> pTTACHMENT � <br /> � <br /> BY-LAWS OF THE <br /> HOME IMPROVEMENT LOAN COMMITTEE <br /> OF THE <br /> CITY OF REDWOOD CITY <br /> ARTICLE I <br /> NAMES AND PURPOSE <br /> Section 1.1. Name <br /> This Committee is known as the Home Improvement Loan Committee of the City of <br /> Redwood City. <br /> Section 1.2 Goals <br /> The goal of the Home Improvement Loan Committee (Committee) is to facilitate the <br /> preservation of the City's housing stock and to analyze the City's risk in making low <br /> interest loans for housing improvement and homeownership loans to first time <br /> homebuyers. <br /> Section 1.3 Programs <br /> The Home Improvement Loan Program (Program) has the following purposes: <br /> 1. Using money from the Community Development Block Grant (CDBG) and other <br /> federal grants, the City Council of Redwood City has authorized a program of home <br /> improvement and assistance with free counseling and low interest loans to low-income <br /> homeowners and owners of properties where 51 % of the occupants are low income. <br /> The goal of the program is to improve housing and neighborhood conditions. <br /> Home (mprovement not only involves cleanup, fix-up and paint-up activities, but major <br /> work to make structures safer and more comfortable such as the installation of up-to- <br /> date energy conservation improvements, electrical, mechanical and plumbing <br /> equipment. The result is improved housing, more attractive neighborhoods and a halt in <br /> the deterioration of older homes. Following inspections of qualified homes, staff will <br /> prepare a work write-up and cost estimate. Housing staff will assist applicants to <br /> complete the necessary paperwork and select reputable contractors. Inspections will be <br /> made to insure the quality of the work. <br /> 1 <br />
