Said notice shall specify the time and place of said <br />meeting and the business to be transacted. No other business shall <br />be considered at such meetings. Such notice shall be dispensed with <br />as to any member of the Agency who at or prior to the time the <br />meeting convenes files with the Secretary of the Agency a written <br />waiver of notice, or as to any member of the Agency who is actually <br />present at the meeting at the time it convenes. <br /> <br /> Section 3. Public Meetings. All meetings of the Agency shall <br />be open to the public. <br /> <br /> Section 4. Quorum. A majority of the members of the Agency <br />shall constitute a quorum for the transaction of business, but a <br />smaller number may adjourn from time to time. Except as otherwise <br />provided, no action may be taken by the Agency except by affirmative <br />vote of not less than a majority of those members of the Agency <br />present. <br /> <br /> Section 5. Order of Business. At the regular meetings of the <br />Agency the following shall be the order of business: <br /> <br /> 1. Roll Call. <br /> 2. Approval of Minutes of the previous meeting. <br /> 3. Agenda Items. <br /> 4. Adjournment. <br /> <br /> Section 6. Manner of Voting. The voting on formal <br />resolutions, matters pertaining to any federal, state, county or <br />City agency and on such other matters as may be requested by a <br />majority of the Agency members present shall be by roll call, and <br />the ayes and noes, abstentions, and members absent shall be entered <br />in the minutes of such meeting. <br /> <br /> Section 7. Resolutions. All resolutions of the Agency shall <br />be in writing. <br /> <br /> Section 8. Rules of Order. All rules of order not herein <br />provided for shall be determined in accordance with "Robert's Rules <br />of Order," provided, however, no action of the Agency shall be <br />invalidated or the legality thereof otherwise affected by the <br />failure or omission to observe or follow said rules. <br /> <br /> ARTICLE IV-~2~ENDMENTS <br /> <br /> Section 1.
