1 <br /> 6.3A <br /> Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> DECEMBER 6, 201 O <br /> SUBJECT <br /> Resolution Approving Amendments to the Shoreway Operations Agreement with South Bay <br /> Recycling, LLC (SBR) <br /> RECOMMENDATION <br /> Adopt by Resolution, amendments to the Shoreway Operations Agreement befin+een SBR <br /> and the South Bayside Waste Management Authority (SBWMA) for operation of the <br /> Shoreway Recycling and Disposal Center (Shoreway Center) in San Carlos. <br /> BACKGROUND <br /> Formed in 1982, the SBWMA is a joint powers authority with twelve member agencies (the <br /> cities of Belmont, Burlingame, East Palo Alto, Foster City, Menlo Park, Redwood City, San <br /> Carlos and San Mateo, the towns of Atherton and Hillsborough, the County of San Mateo and <br /> the West Bay Sanitary District) in San Mateo County. One of the primary responsibilities of <br /> the SBWMA is to oversee operation of the Shoreway Center. <br /> The Shoreway Center serves as a regional solid waste and recycling facility for the receipt, <br /> handling and transfer of refuse, recyclables and organic materials collected from the SBWMA <br /> service area (southern and central San Mateo County). Residential and commercial solid <br /> waste recyclable and organic materials collected in the SBWMA service area are taken to the <br /> Shoreway Center for processing, staging and shipment. Since June 1982, the SBWMA then <br /> the South Bayside Transfer Station Authority (SBTSA) has contracted with BFI/Allied Waste <br /> to operate the Shoreway Center through a series of Operations Agreements and extensions, <br /> the last of which is scheduled to expire on December 31, 2010. <br /> Operation of the Shoreway Center had never been competitively procured until the initiation <br /> of the contractor selection process by the SBWMA in 2005. The process to select a facility <br /> operator commenced in 2005 and through a series of SBWMA meetings the process for <br /> selecting a facility operator was finalized in 2007. On September 10, 2007 the City Council <br /> adopted Resolution No. 14808 approving the release of the SBWMA's facility operations <br /> services Request for Proposal (RFP) scope of services, proposal evaluation process and <br /> future contract terms. <br /> On November 1, 2007 the SBWMA released the facility operations services RFP. Proposals <br /> for the new services were due on March 4, 2008. The SBWMA received seven proposals <br /> from companies capable and qualified to provide the facility operations services described in <br /> the RFP. The RFP prescribed a thorough process to evaluate the proposals using an <br /> evaluation team consisting of SBWMA Board Members and staff and the consu{fing firm of <br /> Sloan-Vasquez. <br />
