Jensen, Chief Executive Officex/General Mana�er <br /> DATE: Novem.ber 5, 2010 <br /> SUBJECT: Tier 2 Drought Implementation Plan <br /> Summarv <br /> The Tier 2 Drought Implementation Plan (Tier 2 Plan or DRIP), which was developed with your <br /> agency's participation, is now ready for adoption by your agency. This Plan, along with the Tier <br /> 1 Plan, which has already been adopted, establishes how the water available to the Wholesale <br /> Customers will be allocated among themselves. You agency must adopt the Tier 2 Plan by <br /> resolution. Accompanying this memorandum is a template resolution (Enclosure 1) for use by <br /> your a�ency in adopting the Tier 2 Plan. <br /> The Tier 1 Plan, which allocates water from the San Francisco Regional Water System (RWS) <br /> amon� San Francisco retail and Wholesale Customers during system-wide shortages of 20% or <br /> less, was adopted by your agency and San Francisco as part of the 2009 Water Supply <br /> Agreement (WSA). The WSA authorizes the Wholesale Customers to adopt a methodology for <br /> allocating the water, which is collectively available to the 26 Wholesale Customers, among each <br /> individual Wholesale Customex. A copy of the Tier 1 Plan is attached to this memorandum as <br /> Enclosure 2. <br /> The Tier 2 Plan, which documents the Tier 2 allocation methodology, is shown as Exhibit A and <br /> has been endorsed by all of the Wholesale Customer Appointed Water Management <br /> Representatives who participated in the formulation process for the past year. Agency staff of all <br /> the Wholesale Customers have conunitted to recommend that the Tier 2 Plan be formally <br /> adopted by the governing body of their respecrive agencies. <br /> Action Required <br /> In order to implement the Tier 2 Plan as recommended by the Appointed Water Management <br /> Representatives, the template resolution endorsing and adopting the Tier 2 Plan must be adopted <br /> by a1126 Wholesale Customers. In order to ensure the Tier 2 Plan is adopted by all agencies in <br /> time for inclusion into the 2010 Urban Water Management Plans, please adopt the Plan by <br /> March 31, 2011. However, the resolution is written to allow until June 30, 2011 for adoption by <br /> all Wholesale Customers. If all Wholesale Customers have nat adopted the Tier 2 Plan by June <br /> 30th of next year, then all of the resoIutions adopting the Tier 2 Plan will not take effect and will <br /> automatically expire. <br /> 155 Bovet Road, Suite 302, .
