7.A
The proposed building codes ordinance cantains the following changes from the tr
Redwood City building codes:
1. Adopts the most recent Califomia Code editions
2. Adopts the California Residential Code (CRC}. California has elected to now use this ,
code, rather than amending the International Building Code for dwellings and '
townhouses.
3. Incorporates the current Redwood City fire sprinkler retrofit requirement (additions '
equal to or greater than 1,000 square feet) into the CRC. The CRC only requires fire
sprinklers for new buildings, not additions. The proposed Redwood City Fire Code
has companion requirements to the Redwood City Building Codes.
4. Readopts the current Redwood City amendments based upon local conditions
5. CAL Green will complement the current Redwood City Green Building Code. CAL
Green must be enforced by local building departments effective January 1, 2011.
Staff has worked with other jurisdictions to develop a uniform recommendation
throughout San Mateo County; comply with CAL Green plus exceed the current
California Energy Efficiency Standards by 15 percent minimum. The current
Redwood City Green Building Code achieves the uniform recommendation and
continues to recognize the green rating systems LEED and GreenPoint Rated.
6. Indoor and outdoor water conservation measures are mandated by the Redwood
City Green Building Code, CAL Green, the Redwood City Plumbing Code, and state
law.
In accordance with state law and the city charter, the building codes and fire code
ordinances (Attachment 1, see companion staff report for fire code ordinane) will be
published twice in the official newspaper. In addition to adopting the ordinances, the
City Council must also adopt a resolution and the Finding of Facts for the local
amendments (Attachment 2).
ALTERNATIVES
1. Amend the building codes ordinance based upon comments from the public at the
introduction or public hearing.
2. Return the proposed ordinances to the Board of Building Review for further
consideration.
FISCAL IMPACT
The estimated $15,000 for processing the ordinance adoptions, purchase of new codes,
initial training, and implementation is included in the Building Inspection operating
budget for fiscal year 2010/2011 ,
J '' ../
Jo LaTorra Chu Chang, PE, LEED P Robert B.
