� <br /> 6.1 C <br /> Pa e 1 <br /> REPORT <br /> To the Honorable Ma or and Ci Council <br /> Y <br /> tY <br /> From the Cit Mana er <br /> December 6, 2010 <br /> SUBJECT <br /> Funding agreement for the Redwood City Mid Point Caltrain Shuttle <br /> RECOMMENDATION <br /> Approve by motion, the funding agreement to establish the process, terms, and <br /> conditions governing the allocation and expenditure of New Measure A funds for the <br /> Redwood City Mid Point Caltrain Shuttle (shuttle agreement), and authorize the City <br /> Manager to execute the same. <br /> BACKGROUND <br /> In 1988, San Mateo County voters approved a tax ordinance, Measure A, which <br /> authorized a half percent sales tax to be used to improve transit and relieve traffic <br /> congestion. At that time, the San Mateo County Board of Supervisors created the San <br /> Mateo County Transportation Authority (TA) to administer the sales tax funds and <br /> implement the project and objectives identified in the TA's Transpo►tation Expenditure <br /> Plan. <br /> Measure A was scheduled to expire at the end of 2008, however in 2004 San Mateo <br /> County voters extended Measure A through 2033. The extension of the funding <br /> provision was accompanied by an updated Transportation Expenditure Plan, and the <br /> City entered into an agreement (January 2009) with the TA governing the terms and <br /> conditions of the allocation and expenditure of the New Measure A funds. <br /> In addition to the broader January, 2009 agreement that governs the general terms and <br /> conditions of Measure A fund expenditures, a separate agreement is required to govern <br /> the allocation and expenditure of New Measure A funds specifically for the Redwood <br /> City Mid Point Caltrain Shuttle. The shuttle agreement addresses project oversight and <br /> reporting, funding and payment, indemnification and insurance, and other items <br /> pertaining to the shuttle project. <br /> Entering into this agreement does not constitute a project under the California <br /> Environmental Quality Act (CEQA) and no CEQA action is necessary at this time. <br /> ALTERNATIVES <br /> Council may choose to not approve the shuttle agreement or may direct staff to seek <br /> modification of specific terms or conditions. <br /> FISCAL 1MPACT <br /> Redwood City requested, and the TA's Board of Directors programmed and allocated <br /> up to $47,900 of funding in FY 2011, with an additional $50,000 allocation planned to <br /> occur after the adoption of the FY 2012 TA budget, for the Redwood City Mid Point <br /> Caltrain Shuttle ($97,900 total). Per the terms of the shuttle agreement, Redwood City <br /> will contribute, or provide for the contribution of, any amount in excess of $97,900 <br /> needed to complete the project and will provide at least 50% of the total project costs. <br />
