12/06/2010 <br />Exhibit A <br />Finding of Facts <br />Climatic 1 — Redwood City is in an area subject to drought and can temperatures can <br />reach 100 degrees F. The proposed Building Codes and Plumbing Code will require the <br />implementation of water conservation measures, reducing the effects of a drought. The <br />proposed Building Codes will reduce the potential for spread of fire during these hot and <br />dry periods. <br />Geological 1 - The region is located in an area of high seismic activities as indicated by <br />United States Geological Survey and California Division of Mines and Geology. Recent <br />earthquake activities have indicated the lack of adequate design and detailing as a <br />contributing factor to damages that reduced the protection of the life- safety of building <br />occupants and increased the cost of rehabilitation of structures. <br />Geological 2 — Redwood City has an area underlain with Younger Bay Mud which is <br />corrosive to metallic piping systems. <br />The City Council of the City of Redwood City hereby makes a finding of necessity <br />as set forth in Section 1.1.8 of the California Building Code and California Health and <br />Safety Code Sections 17958.5 and 17958.7 for the code amendments listed in <br />Redwood City Code Sections 9.43, 9.44, 9.45, 9.73, 9.83, 9.84, 9.92, 9.93 (Climatic 1, <br />Geological 1), Sections 9.119, 9.120. 9.121, 9.122, 9.123, 9.124, 9.139 (Geological 2), <br />Sections 9.149, 9.153 (Geological 1). <br />ATTY /RES0/RESO.2076 <br />112910 <br />#15069 <br />MUFF #305 <br />3 <br />
