• Discuss the potential presence of special status species. <br /> • Evaluate effects of vegetation and habitat removal. <br /> • Evaluate development impact on riparian vegetation and creek bank slope stability. <br /> • Analyze removal of native trees against Redwood City heritage tree regulations. <br /> Geology /Soils <br /> • Evaluate effects of grading, cut, and fill on Cordilleras Creek. <br /> • Evaluate development impact on Cordilleras Creek top of bank slope stability. <br /> Hydrology and Water Quality <br /> • Evaluate effects of grading, cut, and fill on groundwater and stortmvater flows. <br /> • Analyze loss of permeable surfaces and vegetation on stormwater percolation and surface flows. <br /> • Evaluate proposed drainage measures for adequacy in preventing erosion and flooding (storm <br /> drainage system). <br /> The EIR's analysis of potential project impacts to Cordilleras Creek will rely to the extent possible <br /> on information previously generated as part of the Initial Study. However, given the elevated level of <br /> interest/controversy regarding geotechnical issues, DJP &A proposes to engage McCloskey <br /> Consultants to perform one of two potential tasks, to be determined in discussion with the City: <br /> Potential Geotechnical Task #1: Independent review of previous site investigation work - S7,150; or <br /> Potential Geotechnical Task #2: New independent geotechnical report - $16,500 <br /> Mitigation measures will be identified for significant impacts, as appropriate. <br /> Traffic Safety and Parking <br /> Fehr 8 Peers will conduct a peer review study for the project, which will include review of the <br /> analysis, methods, and technical assumptions identified in the traffic impact analysis (TIA) titled <br /> Residential Subdivision Finger Avenue Redwood City, California prepared by RKH Civil and <br /> Transportation Engineering dated December 19, 2006. The TIA evaluates the traffic and parking <br /> impacts of the proposed development on Finger Avenue and the intersection of El Camino Real and <br /> Finger Avenue. The peer review will also address the findings of the TIA and Fehr & Peers will <br /> consult with the City to confirm the feasibility of the identified recommendations. The estimated cost <br /> to conduct the peer review study is $6,160. Should the City ultimately determine that a completely <br /> new TIA is necessary, that scope of work would be determined in consultation with the City and be <br /> subject to a separate agreement between the City and DJP &A. <br /> Mitigation measures will be identified for significant transportation impacts, as appropriate. <br /> Land Use /Neighborhood Compatibility <br /> The EIR will describe the existing and proposed land uses on the project site and the existing and <br /> planned uses in the project site vicinity. The EIR will describe the project's consistency with the <br /> City's General Plan policies and Zoning Ordinance. In addition, the EIR will identify land use <br /> impacts and conflicts from nearby land uses, as well as impacts upon nearby land uses resulting from <br /> the project based on the relationship of the density and scale of proposed hones to existing homes in <br /> the neighborhood. Mitigation measures will be identified for significant land use impacts, as <br /> appropriate. <br /> 4 <br />
