6.2A <br /> Page <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> December 21, 2010 <br /> SUBJECT <br /> Resolution amending the City of Redwood City's Classification Plan. <br /> RECOMMENDATION <br /> Approve by resolution the classification of Downtown Business Development Specialist. <br /> BACKGROUND <br /> Beginning in September 2007 the downtown business development activities were <br /> completed by contract appointment. The contract ended in March of this year and the <br /> position has remained vacant due to the uncertainty of Redevelopment Agency funding <br /> and uncertainty regarding the preferred staffing configuration of the Division. The <br /> functions of this position have been shared by current staff over the last several months <br /> in addition to their normal job duties. The City continues to have a need for a downtown - <br /> economic- development - orientated point person who is very familiar with the downtown <br /> businesses, will serve as a liaison with our downtown business group, and will <br /> coordinate with City' departments regarding programming and other aspects of <br /> downtown business needs. <br /> In an effort to support Downtown Redwood City business success and the Council's <br /> vision of the City's General Plan, Downtown Precise Plan, Downtown Economic <br /> Stimulus Plan, the Grand Boulevard Initiative and other key plans, it is proposed that a <br /> full -time Downtown Business Development Specialist classification be established in the <br /> Planning, Housing and Redevelopment Department. A draft job description for the <br /> Downtown Business Development Specialist has been prepared is attached <br /> (Attachment 2). This classification will be represented by the Redwood City <br /> Management Employees' Association and the pay will be internally aligned to the <br /> Redevelopment Project Manager classification. The Redwood City Management <br /> Employees' Association has reviewed and concurs with the proposed classification. <br /> ALTERNATIVES <br /> 1. The Council could take no action and direct staff to continue to use existing staff <br /> to perform the downtown business development functions in addition to their <br /> normal duties. <br /> 2. The Council could direct staff to conduct further research and recommend an <br /> alternative classification. <br />
